Both in a way. It is held on by double sided tape but there are also two holes in the fascia that mate with two posts on the emblem. Those ensure correct alignment and assist in keeping it in place.

Since there are no emblems on the 'hood', I assume that you are referring to the emblem on the front fascia/bumper. If the emblem fell apart, can't you tell how it was attached? If there aren't any holes/posts where the emblem was, then it was only held on by adhesive.
