- Yes i put the fuse in and it stays loud, meaning its not working
- Yes pulling the fuse out makes it loud all the time, its loud all the time weather or not the fuse is in or out
- Yes your description of the mild to wild is accurate
- Yes there is vacuum at the solenoid
I am leaning towards a torn diaphragm in the actuators on a muffler

Melting Slicks
There is a line on the drivers side coming out of the fire wall, it is covered with plastic and has a 90 degree bend. It has a plastic connector and loops around to back of intake. The plastic bend is known for cracking, mine did, and losing vacuum.
