When I finally get a set for mine, I'll drill the holes and just tell myself "that's how it's supposed to be" Treat it like a zr1 or even like a front splitter. If you rip them off, you buy another one. It's just part of the game, it always looks better with them anyway. At your stock ride height it shouldn't pose too much of an extra hazard for day to day use

I suppose on a garage queen that doesn't see any track time, you could try to just use double sided really strong tape since it is bolted into place on both the front and back from what I can read here. Worst case scenario it will just start to loosen up on the sides but is not going to fall off since it's still bolted on the front and back. If the tape doesn't work out, then you have to option of selling them or drilling.

I really don't understand your question, What mounting holes? There are no mounting holes.

is the drilling in the same location for all side skirts?

I assume they are but each manufacture may be a little different
