so what's the best case of street pads but occasionally getting high speed track runs such as the ovals.

If you don't mind noise and dust on the street. Thew new Hawk Street/Race pads are pretty good at pulling double duty.
Dust, noise, and highly abrasive at low temps are the only downside of these pads. I have them on my street car and I really enjoy them.
Other options would be Hawk HPS 5.0 pads, much less dust, no noise. Can be used for VERY LIGHT track use.
