To explain this GM parts have several different divisions. Accessories , replacement parts, acdelco, vehicle care (chemicals), performance. The cost sale only applies to items that are handled by the accessories division which are the items (for the C6) in the OP. Accessories are add ons to customize other than how it gets made on the factory floor.
This item is handled by the replacement parts division so it does not qualify for the sale. Replacement parts are those that are used on the assembly line. The are all original GM parts just handled by different parts of GM
