I don't think there is any doubt that it will perform better from a driving standpoint.
Lots of C6Z06 testers said you just couldn't put the power down in a confident way. The addition of MR and better tires was a great help.
IMHO, the C7 will have a better chassis, better suspension, and better steering. Oh, and it better have a better interior!

Definitely lower. Not by much, but it'll be lower.

I dont believe the standard C7 will approach C6 Z06 levels of performance.

The question is vague. There will be at least one C7 that will exceed Z06 levels, but it won't be the 'Base' model.
I expect there to be an optional performance package (Z51) that may close the gap, but I believe the up level model a few years out will be the one to do it.
The C7 test mules that have been spied have narrower tires and possibly less brake. That along with less displacement seems to be a pretty sure fire bet that it won't.

If there are only 2 models between the base and performance variants I think the performance of the base model will be close to that of the C6Z06 but not quite.
On the other hand if there is something along the line of the base coupe and a GS or Z51 option, the latter's performance will exceed that of the C6Z06
I think GM is trying to mimic Porsche success approach whose new Carrera S is faster than last year's GT 3.

It's not easy to get up to ZO6 / ZR1 levels and still work with CAFE standards, gas guzzler tax etc. and full warranty. They can go better but I am sure they will save that for the upper level cars and not for the base. Most people that would drive a base C7 anyway could care less about HP IMO.

That is of course if it is actually going to be a 5.5L engine, it is VERY possible that it might not be.

However, I don't see a Z in the first model year, might be wrong also there might be some C6 drive train parts in the FMY somewhat like the first year of the C6 the auto was a carry over then in the second year they upgraded to a 6 speed.
Only time will tell

Me too, I don't think most people (even Corvette owners themselves) realize just how fast a stock C6 Z06 really is, from 0 all the way up to 185+mph the car pulls frighteningly hard.
