Default Dealer Allocations

If I understand this correctly, dealers are allowed to order a set number of new Corvettes in a defined time period (like each month). This "allocation" from GM is based on the number of units this dealer has sold in some past period.
The dealer then submits his allocation with pre-ordered cars or for his inventory.
How far off am I on this information?

Sounds correct. But I see that dealers are getting "extra" allocations above what they were originally given based on their 2012 Corvettes sales.

Well, if this is correct, smaller dealers with fewer allocations will be less likely to order a Z51 for a buyer. This due to the fact that these cars won't be delivered, and thus paid for, until sometime in 2014.
Does this sound correct?

We just learned the bigger issue is, IF a dealer is given an allocation and doesn't order a buildable car for that allocation, the dealer loses that allocation forever. There is no postponing or holding an allocation.

That's what happened when I tried to order a Z51. It was either delete it or chance that my dealer would have an allocation when the Z51 comes off constraint.
