Default Brief phantom revs in neutral

I have a manual non-Z51 (VIN 76). I notice that quite often, but certainly not always, the engine will briefly race when I shift into neutral. It may do this coming out of any gear and having rev match on or off does not seem to affect the frequency of occurrence.

Has anyone else noticed this phenomenon? When I take my foot off the gas and shift into neutral, I expect the engine revs to immediately drop. It's disconcerting to hear the engine blip without my foot being involved.

I'm hoping there is not an existing thread on this subject I should have added to. I tried a search, but you look up "rev" or "revving" and try browsing through every instance!

Sounds like Rev Match is on. Even though you stated it was off, maybe the car thinks its on somehow?
