Default misaligned door panel - blade

The blade that connects with the dash (close) when the door is closed is miisaligned a bit. I have my windows tinted and I really don't want to have the dealer remove the door panel, since I have no rattles now. Can this trim piece be adjusted to better match the dash when the door is closed without removing the door panel? There is a small access panel that has a 10MM bolt. Does that have any connection to the adjustment of the blade on the door panel?

I need to know if the door panel has to be removed or if the 10 mm nut behind the small access panel is used to preform the adjustment.
