1st C7 on Long Island, 9/30/13. I waited at the dealership until the truck came in. 2 miles on the odometer. Luckily, the dealership honored my request to do the minimum possible. I pulled the car cover off myself. I hung out with the mechanic doing the PDI. I didn't have them gas it. I didn't have them clean it. There was no way I was going to risk anybody washing it with a 40 grit rag or taking the brand new Stingray out to "see what it could do".
Besides, taking it home and cosmetically prepping it myself allowed some quality bonding time with my new toy!

In terms of new car miles -- my C6 Z06 had something like 20-something?
My Kia had 18 miles on it. (brand new when I bought)
Anything less than 30-ish and I wouldn't worry at all. Now if a dealer says "100 or 200" is normal -- kick him in the ***** for me.
If you are THAT concerned with it -- have them write it into the contract that the deal is null and void should the car be delivered with more than XX miles on it. Will they actually do that? if they want to sell a car they will, if they don't want to do it... tell them they just lost a sale.
In my old age I'm less concerned about a few miles here and there pre-delivery, but there IS a limit. Anyone that sells you a car with 200 miles on it as "brand new" is a crap dealer and is a sign to me they think you are a sucker.
Bottom line -- you are the one with the money, you make the rules.

I wouldn’t be upset if there were a few miles on the car IF I knew it was a factory audit or similar QA issue.
I wouldn’t be happy if the miles were from dealership “joy rides” or customer demos.

exactly, doesn't matter if it's 2 miles or 100 miles, someone could have abused it. some people just love to abuse other peoples sh-t, people who couldn't afford to fill up the gas tank. if you don't care fine, if you do, do your due diligence.

I guess my worst fear would be some jerk flooring a cold brand new car bringing the RPMS waaaay over 4K then jamming on the brakes to test them. All within a mile or so. To me mileage at delivery makes a difference for peace of mind.

16 miles when purchased ..don't drive it much ( 8 months old) so now about 3000 miles after weekend drive to Texas hill country!
