More than the number of locks per wheel, think of the best wheel locks.
Gorilla Locks seem to be preferred over McGard in that the Gorilla locks have a free-spinning sleeve to prevent thieves from by passing the security key pattern found on McGard.
I'm sure others will chime in here.....

Plus, the Gorilla locks that have the free-spinning sleeve prevent thieves from successfully using vise grips in order to remove the wheel locks without the socket key.
Oh, two per wheel are better than one.

I think wheel locks are as useful as those steering wheel club locks. You buy them because it makes u feel better, because it takes the baddies an extra 10 second to steel them.
What kind of wheels are you trying to protect? where do you park your car?

This is the lock that I'd suggest. The end rotates defeating the most common methods of removal without a key.
.
And the above post is BS.

Its no different then any type of security. Someone wants something you have and are skilled enough there is nothing you can do. Someone flatbeds your car the wheels are the least of the issue.
Like home security systems.......they all can be beat by the pros. What you are buying with wheel locks are deterrents to the punk thief who will simply move on to an easier target.
All depends what level deterrent you want to get.
Even if you carry a gun if you are not at your car it does no good.

If you know what your doing (and many people do) you can remove the locked on wheels just about as fast as if they had no locks on.
Locks are a waste of money for the most part and many people lose the key for them on a regular basis's. You doubt that go to a tire dealer and ask them about locks.
Your best security is to park in as good a spot as you can.(thats for anything you drive not just a Vette!)
