That's kinda odd. I bet it got hit with something and now it's coming off. Those are like $80 and just stick on if you want to replace it. If you're going to the dealer you might be able to talk them into making it a warranty item if you're motivated to do that.

They'll replace it under warranty, no question. If not, your dealer sucks.

Yes I saw the same problem on one of the used C7s I looked at when I was shopping late last year. My 2014 does not have that peeling.

Mine, either.
If the dealer won't replace under warranty, try a bit of black touch-up paint before shelling out the $ for a replacement. You have nothing to lose by trying. Or yellow touch-up paint, depending on which way you want to go with it.
