Probably not. If it were dragged across a cement floor all the "scratch" marks would be parallel to each other or in other words all in the same direction. These marks are "radial" meaning they all point to the center of the wheel as would happen when rolling. I'm thinking, backed into the side of a shorter than normal parking lot cement curb.

Parking bumper is too short. The marks would have only been about 6-10" around the wheel.
Maybe - it was cut close on apex and dropped off the track surface. Scraped the inside edge as it pulled back up on the track. Much more interesting history than a car wash rail. Pat

I have custom black wheels on my daily driver and have the exact same issue and it was caused at a carwash. It rubbed the rail on the inside. I dont worry about it as it is hidden under the car and with work having a gravel/mud parking lot the car has to be washed way to often for me to hand wash it.

Someone went over an actual curb, straddled it and tried to get back on paving. In the time it took to a) notice where the car was, and b) correct the situation, the damage was done all the way around the inner rim/lip. It happens. I don't think it was a tire changer or car wash rail---too scraped for that and looks like the type of concrete scrape maybe all of us have seen.
I think this is our best working theory.
OP: is there any other damage under the car? A very low probability of straddling a curb and not having any other damage.

I bought these from a forum member last month, and he pointed it out. He bought his car used, but had no issues with air loss or vibration etc.. and no damage as his car is pristine and perfect on the lift underneath.
One thing is, when I run my finger over it, its very smooth, not rough at all.. Would curb rash feel "smooth"??

It looks like there are some deep scrapes. In any case. If they are balanced and hold air I'd just ignore as it's cosmetic.

I believe the real reason could be aggressive driving around bends where one would purposely drop the inside wheel off the pavement to help you with cornering. Thus, the edge of the pavement would chew up the inside of the rim. I once tore up the inside sidewall, doing exactly that. Really helps going fast around the corner but, if the dropoff is tall enough and vertical enough this is what's going to happen.

Did the exact same thing on another car, trying to go around stopped traffic and make a right turn I didnt notice the pavement dropped off on the right shoulder. Front dropped off and I turned back on but the rear scraped the inner for a few feet, doesnt take much at 20mph.
Either that or like someone else mentioned, it was damaged putting on a car hauler or drive on lift, seen that before as well. I would bet the inside rear track is narrower than the front.
