Why would someone grind the inside of a wheel?

Why would a manufacturer grind the inside of a wheel?
Having an issue with an after market wheel for my C7. So far so good with the customer support so that's not my complaint. In the process of having one wheel replaced and today I removed the "bad" wheel (right front) from my car. I looked inside the barrel and noticed someone took the grinder to the wheel in 3 different areas. And this is on a chrome wheel.
Why would they grind it?

static balance issues?
imperfections in the initial casting? (grind away surface irregularities)
Maybe a hole or low spot that was filled, and then the excess ground off flush?

A sharp nick, etc can be the source of concentrated stress. By removing the stress point through grinding, there is less chance of stress concentration at that point, thus less chance of a crack starting at that point, meaning less chance of a wheel failure due to a crack forming.
