The reflective nature of the Texas license plate, is one of the safety issues, which makes it a positive in keeping the front plate too.
If you're speeding, you're breaking the law, in which case I want the speeding automobile to be picked up on and stopped by law enforcement.

A Judge in Texas told me the other day that it is the "Toll Road" companies that are opposing the 1 plate. They say the front plate is the one that is better photographed. The DPS will stop you in a heartbeat here. The fine is $280. I would say that the local Govts. like the 2 plate rule. I hate the front plate, but I am stuck with it.

State Troopers seem to care a great deal. Local LEOs, not so much. Since the toll roads around DFW are patrolled by DPS and having been stopped by them for nothing but the lack of a front plate, I have the front plate on mine.
I agree that this bill will go no where, as it has in every legislative session for many years.

Moreover, states have the authority to impose stricter than federal requirements, as in the case of CA emissions standards. However, they can't ease federal mandates.

It's not a federal mandate because states have jurisdiction over vehicle registration laws, and feds have none. The feds can mandate vehicle safety, air quality, and vehicle fuel economy standards, because they influence matters far beyond state lines, but not registration requirements, which are purely a local choice.

I think you are missing the point. I've been riding motorcycles for 53years. It is real smart to wear a helmet. But don't want the government telling me I have to. It's about choice. 7 years ago next month my oldest son was killed by a 19yr old girl not paying attention while driving a full sized pickup. He was wearing full gear. Should we ban pickups, bikes, girls? Maybe Corvette. Can you remember speedometers that just went to 80 mpg. What did that help. Please just leave me alone. I'll be responsible for me.
