There are life changing issues that create potential purchase opportunities which you see on a low mileage Vette. I will be looking to sell my '15 Z51 A8 with 5,100 miles (stored 15 of the 30 months of ownership) due to health deterioration. Stuff happens and there is not much a person can do.

I would have it looked at. I would also have the owner or a GM dealer give you a printout of all the service records. Make sure the car was properly serviced. It may have low miles but you should also have service done based on date and not just mileage.
You can also contact GM via online chat with the VIN number and they can tell if the car has a flagged warranty.

Also, check to see if it has NPP exhaust. NPP was NOT standard on the Z51 in 2014. I've never found one that didn't have it, but they do exist.
That said, I have a used, 2014 Z51 with mag ride. It's a great car. Mine is a low mileage car with only 8K on the clock. While I've only put 4K on it in the last year. The previous owner put an average of 2K per year on it.

A car with that low of mileage should be on original tires, unless owner changed them to an All Season, either way with that knowledge you know he wasn't tracking it.
Have him pull the dealer report.
I have a 14 with 6K miles on it, no way if I sold it I am letting someone take it just anywhere to get it checked out, plus what are they going to find that you can't find by driving it?
Half of us won't let a dealer or anyone else change the oil, let alone pulls wheels off to check brakes, put it on a lift so they can rip the rockers off of it..

I picked up my used '14 Z51 in November last year with 1700 miles on the clock. Give it a thorough cosmetic/mechanical inspection and then buy it and enjoy it. It's the most fun car I've driven. Zero buyer remorse and saving for tasteful mods.
