Under the performance sdash board display there is a display for setting for the performance timer start and end speeds on a 2015 corvette. I go into the display and it will not let me set the start and end speeds. Cannot find it in the manual.

In the timer display click right on the arrow pad. Selections will be available to set the start/end speeds.

If not....

I had an issue where mine wouldn't set or adjust even with the correct user input. Disconnected negative battery cable for 10 mins...problem solved!

I did click to the right arrow and the start stop speed settings are there but I can not set a speed with the arrows.

Yep, mine was doing this as well after it worked initially. Disconnected battery as mentioned above, and problem solved! I had intended to post my experience in Tech with pics, but never did...

I have this issue as well. Will try disconnecting the battery.

Just select 'Reset' at bottom of same menu then go back and set the start and end speeds, you do not need to fool with the battery
