I've been searching/weeding through trying to answer this question. Are these necessary or even compatible with a base Stingray that's getting the Z06 grill?

Required for grille? No. Required to make holes for brake cooling functional? Yes. Heres my how to guide: https://www.corvetteforum.com/forums...-stingray.html

Default air vents

don't mean to go off topic here, but I am trying to get the air inlets that sit in front of the rear wheels, the whole piece on both sides, anyone know a part number or can this be ordered?

If you are talking about the rear brake cooling ducts I have the part numbers and links to them on Cultrag's site in my how-to guide I linked to in my above post
