'16 Z06 A8 issue
I was out for a Saturday cruise with some of my corvette friends. It was warm at about 95 degrees and we were on some nice curvy roads in the countryside. After a stop at a stop sign I let some metal cars clear and start to catch up with my buds. Nail it pretty hard. Car is in Touring mode and D. Good acceleration and shift from first to second. I eased up a bit and no shift to 3rd so I took my foot off the gas all together and it stays in second. Finally I move the selector to Sport and it shifts and all is normal. I drive the rest of the way to the eatery in Sport D. On the way home we get to the freeway and I wait at the on ramp for some metal cars to clear and nail it again. Same problem excerpt is stuck in 3rd. So I move the selector back to Touring and all is back to normal. I intend to take it in Wednesday but was wondering if you all have any thoughts. Couldn't find anything with search and the car has about 2800 miles on it.

Entirely normal and part of the programming that has been in GM automatics for a number of years now. The programming anticipates after an "aggressive" driving maneuver you may continue driving in the same manner and holds the lower gear for better performance.
It is surprising the first time it happens and for me it was in my 2008 Cadillac CTS shortly after completing new vehicle break-in. I was on the interstate on ramp and a car ahead decided to pull off midway down the ramp so I went to full throttle for the merge and the transmission remained in a lower gear. I thought I had broken something

I just read this again...I don't think Performance Shift mode will activate in Touring drive mode. And he said the car was in Touring mode the first time it happened and Sport mode the second time.
But it does sound like the trans went into Performance Shift mode. It'll hold the gear much longer before shifting and it really does seem like the car won't shift, especially if you let out of the throttle.

This has been a common "complaint" for at least 10 years even back with the 6L80E where people run them hard up to just before a WOT shift then back off the throttle and complain the revs hang and it's "stuck" in a gear.....
Let me ask you this, let's say you are on a road course and run hard up to a corner and ease off the gas momentarily to rotate/transition to the apex....do you want your car to immediately upshift into overdrive? Of course not, you want it to hold the gear just like if it were a manual so you can hammer down and upshift after the corner.
But, you might say, I'm not on a road course. So I would say, what are you doing going WOT on the street? (not that I wouldn't, lol)
It's not much different than when you go 90 in a 45 zone and someone exits a parking lot in front of you. That's not their fault, it's your fault.

I believe the 8L90 is like other recent GM transmission so it has both PAS (performance algorithm shifting) AND a related mode called PAL (performance algorithm lift foot) and PAL is primarily responsible for holding a lower gear when releasing/reducing throttle after hard acceleration.
The manual specifies PAS is available in track mode while PAL is available in sport or track but I wouldn't be so sure that this isn't an error in the manual. I switch modes fairly often when traveling between tour and sport (lousy midwest highways) so I am not absolutely sure whether my 2016 Z06 has activated PAL in tour but I have noticed it several times when merging and odds are that at least some of those times I was in tour mode because of the crappy interstate paving. I know without question that my 2014 Cadillac ATS activates PAL in both touring and sport modes.

IMO, Touring Mode should be Relaxed Mode...my 2 pennies.

Pickum-up trucks, sedans and other cars not made of fiberglass and carbon fiber.
Also I would want it to hold a gear in Track mode or maybe in Sport as well as when I am shifting with the paddles but not in Touring mode. We were out on a country road for a ride not a race. Headed to eat at a country diner in a small town with a population of less that 200.
