An off the wall suggestion. Check out condo spaces available for rent on Kijiji or Craig's list. Greenwin properties with many units at Yonge Davisville has secure legal spaces for $100 a month.

You don't usually get power but you get unlimited access and generally very secure. I have been using condo spaces for years.
