Default New car licensing q

Bought a new car at a dealership last week. I have a plate that I want to use on it and the plate portion of the ownership had my old address on it.

I went to the licensing office to change the address to my current one before taking the plates to the dealer for them to get me the sticker for it to attach to my new car when it arrives.

A new sticker now is $120 I was under the impression that the dealer will head to the licensing office to get me the sticker for the plate I gave him and I would pay him the $120 when I go pick up the car.

Dealer informs me that I would need to do a plate transfer for $20.00 + $120 for the sticker for a total of $140. I could've gotten a brand new plate with a sticker for $160.

I think the dealer is f-up trying to charge me an extra $20.00 just to get me a sticker on a plate I want to use on my new car.

Is this correct or am I wrong?

BTW plate I want to use is currently not attached to a vehicle. Province of Ontario.
