I don't know the company or article .... but I can offer several practices that work well.
1. Preclean the tips with an APC or safe wheel cleaner.
2. Use a metal polish that is designed for the metal tips material (ie. chome polish for chrome tailpipes)
3. Consider using quad 0 (0000) brass or steel wool as needed
4. Use a good sealant or coating to protect the hard work and keep them shiny and clean

I used 0000 steel wool on my stock tips when they were black from the first owner never cleaning them.....and continue on my Corsas as needed. I use it with regular car wash before washing the car. I then use an old wash mitt only on subsequent washes and use steel wool when I get some little black dots that won't come off. I also wax my tips and wheels whenever I wax the car but I can't honestly say I can tell a difference after applying the wax as far as them staying cleaner or washing any easier. It's easy to keep them clean if you don't let them get too dirty in the first place. I tried cerama bryte oven cleaner and some mothers and meguires products but that has been a while ago. I bought a bag of 0000 steel wool for a couple bucks and still have half a bag or more of pads after 2 1/2- 3 years. Rubbing them with an old (clean) slightly damp microfiber towel shines them as good as any of the metal polishes I have tried......or sometimes I'll use a little detail spray after I'm done with the car. It doesn't get any cheaper or easier than that. But sometimes the satisfaction of using a high priced top of the line cleaner gives you that good feeling inside....and that is priceless I suppose.
