Yes they can. Will take a lot of elbow grease and hard work, but can be made to look like new. If you want to sell them, shoot me a PM

The centers look like they might have the "technipolish" finish. If it's too far gone, you can remove the centers and aircraft stripper it away to reveal the raw finish underneath. As far as the hoops, you'll likely need some actual rouges on a wheel after a good sanding session on them as they appear to be fairly pitted. You could also strip the centers and just order new hoops, but I think they are about $250 a pop from Fikse.

look for a professional unless you want a very long process and one that could take on several missteps. Contact the manufacturer and see if they offer a restoration process or local contact for help. These wheels are quite well build, very well known, and easily worth the cost to update.
If you are intent on going it .... look to a company called Eastwood, they offer pretty much all the tools and tips needed to polish metal. If you need products that work, then look to Autogeek. Just remember to find out if finish is coated or uncoated first, as stripping will be needed with coated wheels.
