Best and cheapest don't go together unfortunately. Cheap wheel cleaners often use acid or lye as a base and much to harsh for normal wheel cleaning. The most effective solution would be to use a good safe wheel cleaner, and then seal or coat the wheel to allow soap/water to be effective for several months. Then repeat .... it should become quite cost effective over time.

I would suggest more frequent cleanings. This way just soap and water, or even in my case detail spray, does the job.

It is always easier to clean when done frequently.

A good sealant coat helps with removal of contaminants.

I've had good results using Awesome with no ill effects on my C5 daily driver to clean wheels and pretty much anything else but I understand others may prefer a more methodical approach.
