Is the black mark part your base of the bumper or a scuff mark from the other car? Do you have a DA polisher or can obtain one? Not sure how deep it is by the picture but you have a few options, if it's just on the surface sometimes a quick clay bar can remove the majority of it. If that doesn't work then the polisher will remove it with the appropriate polish/pad combo.

The black marks are the bumper plastic. There is no paint or primer left in those spots. This is what is left after I buffed it.

I would take it to a body shop and have them do it. Worth the cost to have it looking new again.

Run it by a good body shop and have them take a look at the damage. If you try to fix it yourself and not experienced in these types of repairs you can make it look worse. Sometimes it is just better to have an experienced shop fix it and fix it right.
