Power-to-pass is a momentary overboost that the rules allow in CCWS. I don't know the specifics but basically a driver can push a button which will allow the turbos to boost pressure higher than what the max the rules allow for a pre-determined amount of time.
For example - say the max boost pressure they are allowed to run is 30PSI. The p2p feature will allow the driver to boost say 35PSI (Also mandated by the rules) for say 30 seconds. If I am not mistaken each car is given like 60 seconds of p2p functionallity for a race. When they use the 60 seconds they don't have it anymore.

I can't find much on it but it may actually be done via the engine management system (RPM, Timing, Fuel Maps, etc) as opposed to turbo boost. The blow-off valves are owned and provided by CART every day, then collected again every night. I don't think they have the ability to be momentarily adjusted.
In any event I do know that the p2p button gives them about 50 more HP for a total of 60 seconds a race. When they use it and for how long at a time is up to the drivers.

Just as an aside, the Push To Pass feature was always a part of CCWS, especially during all the engine wars. There was no time limit set on it, however the cars were already pushing out so much HP that to squeeze that extra bit of boost meant your timer was how long before the engine blew up. Todays Cosworths are detuned to 750-800 HP depending on the race.
