I don't know why there is metal added to the flange but don't assume the guy messed up or the crank is bad because there was a lot of weight added to the crank counterweight.
When my crank came back it had a big hunk of metal on the counterweight. When I asked the guy he said it was due to heavy rods. It was a known good stock crank and has been working well post rebuild.
Looks like you have mismatched caps.
I'd check that first.
