I am doing just that and have just started.
I figure just about that number for a safe HPDE car.
So far I have bested every budget item with stuff off the Forum.
A few surprises like wheel bearings? but that is a a break it and find out sort of thing.
Now how pretty and how fast, that changes things.

Best bang for the buck:
Perimeter tube frame short track stock car roller, 3000-7000 everywhere 2500# without driver
with quick change rear, brakes, hubs everything but motor/trans
pick up low hour used chevy 604 circle track crate motor (420 hp)
2500-3000 used 5000 new add canton road race oil pan
install 7.25 triple disc clutch, resist temptation to use 5.5
fresh re-built Jerico 4 speed 2500
gear it 1st=1.85 2nd=1.55 3rd=1.23 4th=1.0
will allow first gear in slow corners
change left side a frames for negative camber
baseline set up
-3 degrees camber front
straight up in rear
450# springs in front
250# springs in rear
call Roehrig/Enders suspension for shock info
get splined nascar type sway bar for front
start with no sway bar in rear
move oil tank to right rear
move battery to right rear
move extinguisher to right side
get cross weight as close as possible
buy a set of Hoosier 3035 stock car slicks 600 on the car
Well driven example like this will lap as fast as the quick T-1 cars
with longer lasting, cheaper replacement parts.
Go out and have a ball.
after one year ....not fast enough? add 100 hp and run with all but the best regional GT-1's
note tire price!
used wheels 10 bucks new 75
change gear for any track you want in five minutes.
Bring car to the ARRC run in GTA with the V8 StockCar group, leave with huge smile on face.

The $9000 camaro even had a trailer, if you don't already have one. It does look like alot of bang for the buck.

I bought an ex-Panoz school car for $13K with a friend as a cheap track day car. It is a purpose built track car with great safety equipment, inexpensive to run and easy to drive fast. We get 5 weekends to a set of sticky Nitto street tires that don't heat cycle out. We have spent money doubling the horsepower and improving the set up. One weekend it ran 20 sessions between the two of us, his girlfriend, and my son, all without problem.

I bought a track ready CMC legal 88 Mustang for $6000 last year. It has been driven hard for over a year - Jake and I both completed our comp licenses in the car and even won a few races. It is not real fast - but it is a good racer on the short tight tracks (sound like a Miata guy now). So they are out there. We spent about ~$1100 since purchase (tires - Toyo spec tires, tune up, damper, exhaust work, aluminum radiator) - not bad for better then a full year of track thrashing.

They are called Sport Racers, and are divided into 2 classes: C or D. Differences are in weight and size of motor.
Some links for ya.
