2009 RULES
GENERAL:
A. TCC is implementing a new direction in rules in an attempt to mirror the rules of NASA and SCCA. There will now be two classes in TCC, TCC1 and TCC2. Corvettes are to be 1984 through the current body style, and are legal to run in either class. Rules regarding body, engine, drivetrain, suspension, and wheels apply to both classes. The difference will be the power to weight ratio.
B. TCC2 is meant to mimic the NASA ST2 class and has a minimum of 8.7 pounds to RWHP (+ NASA wt/power ratio chart). All cars running in TCC2 should be able to produce a dyno sheet to verify RWHP.

(Example: Car and driver weight at conclusion of race is 3075 pounds. From chart, subtract .15 from 8.7 = 8.55, divide 3075 by 8.55 = 359 maximum RWHP)
C. TCC1 is meant to mimic the SCCA STO class. Competitive balance is governed by SCCA, and is subject to change. Minimum weight for the various cars is as follows:
C4 cars with L-98, LT-1, LT-4 3035 lbs.
C5 or C6 cars with LS1, LS6 3035 lbs.
C5 or C6 cars with LS2 3200 lbs.
C5 or C6 cars with LS3 3310 lbs.
C5 or C6 cars with LS7 3200 lbs. With a choice of either a 45mm single inlet air restrictor or a 60mm flat plate behind the throttle body.
BODIES:
A. Bodies are to be stock in appearance, with the following exceptions:
B. Front splitter may be added. Splitter may not extend more then 2.0” beyond the bodywork.
C. Rear wing may be added. Rear wing can be no wider then the widest part of the car, not including mirrors, or a maximum width of 72”, whichever is the lesser. Rear wing, including wicker bill, shall be mounted at or below the peak of the roof. Trailing edge of the wing shall not extend rearward of the body.
D. Side skirts may be added. Side skirts must meet the minimum ride height requirement. Side skirt can be no wider then the front fascia and splitter.
E. Heat exhaust vents may be installed in the hood.
F. Minimum ground clearance is 3.0”
ENGINES:
G. Blocks are open. Blocks may be sleeved to repair cylinder walls. Blocks may be bored to a maximum of .040” over standard bore size. Standard bore sizes are: L98, LT1, LT4 4.000” LS1, LS6 3.900” LS2 4.000” LS3 4.062” LS7 4.125”
H. Intake manifold must be OEM and is interchangeable (I. E. LS2 intake can be used on an LS6). Throttle body is open but must retain electronic fuel injection. Electronic throttle body may be replaced with a manually actuated cable.
I. Cylinder heads are open to all LS style heads. L-98, LT-1, or LT-4 are open to any 23 degree head. Match porting and polishing allowed. All valve train components are open. Maximum compression ratio is 12.0:1.
J. Camshaft is open.
K. Crankshaft is open with the following stroke limits: L-98, LT-1, LT-4 3.750” LS1, LS2, LS3, LS6 3.622” LS7 4.000”
L. Connecting rods are open.
M. Pistons are open. Maximum compression ratio is 12.0:1.
N. Oil pump and oil pans are open. Dry sump is allowed and is limited to a 5 stage system, 1 for pressure and 4 for scavenge. Accusumps are allowed.
O. Headers are permitted. Sound level will be mandated and controlled at each event per the track promoter and SCCA.
DRIVE TRAIN, SUSPENSION, AND WHEELS:
P. Transmissions are open, no sequential shifters. Gear sets are open. Forward gears are limited to 6 speeds. No traction control.
Q. Suspension: Coil over shocks, Heim joints, poly bushings are allowed. Sway bars are open, but cannot be driver controlled.
R. Brakes: One or two piece ferrous rotors with a maximum size of 14.0” x 1.26” (355 x 33mm). Calipers are open (6 piston maximum). Pads are open.
S. Maximum wheel size is 18 x 11 front, and 18 x 13 rear.
T. D.O.T. approved tires only. No racing slicks allowed.
U. Roll bars are allowed to extend through the firewall. Roll cage must meet minimum SCCA specifications.
V. Cars must meet the minimum safety requirements as defined in the SCCA GCR and STCS for Super Touring cars. This includes all items in the GCR sec. 9.1.4 that are applicable to the STO cars.

Safety Car
It's actually the other way around. The rule change was implemented to fit better into the NASA rules so that the TCC cars could run with NASA ST1 and ST2. After TCC ran with NASA last July they made the changes, SCCA was making it more and more difficult for them to run, and car counts were way down.
Of course, NASA wasn't especially willing to work with them, either.
