Default Removable Roll Cage Bars

Gentlemen,,
I need to be able to remove the two bars that start in the center of the main hoop and extend to the rear in my GTM. I was looking in the SCCA GCR and came across this:

Removable roll cage bracing is acceptable in one of the
following configurations:

a. If one tube fits inside another tube to facilitate removal,
the removable portion must fit tightly and must bottom by
design, and at least two bolts must be used to secure each
joint. The telescoping section must be at least 8 inches
long. The minimum bolt diameter is 3/8 inch.

The part I'm confused with is the 'MUST BOTTOM BY DESIGN'. Anyone one know what this means?

It means the removable section can't float, it has to have a hard stop and not rely on the bolt to keep it from collapsing.
