Incentives for the local economy were also a factor. Dallara pledged to build a facility near the Indianapolis Motor Speedway to manufacture the new car and Indiana-based teams will get a $150,000 discount on the first 28 cars they purchase.

The only thing not "spec car" about it is the bodywork. All the "cars" will be built to identical specs by Dallara. All of the bodywork developed by anyone has to be passed by IndyCar. And the cost of developing competitive, alternative body kits will be high (can you say "loads of wind tunnel time"?) and the price you can charge for them is maxed out at $75k. So you'd need to sell to a good percentage of the field to make the effort pay off at all and the potential ROI is low regardless.

At least the cars will look different from the butt-ugly things they run now.

I like the idea, will give us something more than just a spec car. I also hope some other manufacturers get in with their engines.

I like the idea and hope it works for them.

However, $75,000 per aero kit won't pay for enough wind tunnel time to develop anything.

Exactly. (And I misspoke, it's $70k, not $75)

"'If you're going to get into it [body kits] you've got to do it full-bore. If you do it half-baked you're going to have an aero kit that's inferior. So we've got to evaluate what the value is in us putting $5 million into an aero program to develop a kit.'

"'I think in the next two or three years after running this thing for a little while there will only be two kits," he commented. "There will be a high downforce kit for the street and road courses and a speedway kit for the ovals. Whoever comes up with the best job will win the entire market. It's the history of racing. Someone gets it right and someone else doesn't.'"
and Delta Wing CEO Dan Partel:
"Do you have any idea what the costs are in doing an aero kit? First of all, it takes a quarter of a million dollars to build a wind tunnel model. Then the Windshear rolling road tunnel in North Carolina costs $32,000 a day and I think it's $20,000 a day for the Reynard tunnel in Indianapolis. So it's going to add up very quickly to many millions of dollars."
