I haven't used those sway bars with the car, but I would look to start the car around 10-11 clicks stiff on the front and 8-10 on the rear.
Not knowing the bars, I would start it in the middle hole if they are adjustable.

Would this also be a good starting place for a C5 with T1 bars and Hoosier R80s for RD ATL?

The "Hotchkis" bars that I have on the C6-Z06 are 3 way adjustable at the rear but are not adjustable on the front bar. Yours may be different. My front bar is 15% stiffer than stock and the rear middle setting is the same as the stock bar, and I believe the stiffest setting at the rear is also + 15%. So if you stay with the mid setting you will have some additional understeer on the car - I don't think that's such a bad thing if you have limited track experience, and you can crank up the rear setting when you get comfortable controling a bit more oversteer.
