Default Anyone with Minnesota collector plates?

My license plates come up for renewal in June. My 1985 is now 20 years old and, I thought, eligible for collector plates. The car is not a daily driver and is lucky to see 1000 miles per year. When I asked at the DMV office here in St. Cloud, the lady said that these plates are for cars that are driven in parades only. ANY other use would get me a ticket. She said that one guy that had them stopped at a bank to get cash before a parade and he was ticketed. Do any of you have these plates? Does this sound correct to you? I'd like to go with these, since I could then legally run one plate, but I don't want more headaches than it's worth. Thanks for any thoughts/opinions!
