Buying a car out of state and driving back to IL
I may be buying a car out of state from a private owner and was wondering the best way to get plates for the drive back. I looked on the DMV website and it only talks about temporary registration. Can I register the car before I actually make the purchase? Someone told me there are temporary "transport" plates but I can't find that anywhere. I guess I could always borrow a plate off another car but I would rather do it legally and not have to worry.

Temporary Plates
If you buy a new car and do not yet have license plates, you can get a Temporary Registration Permit (TRP) from:
•Your vehicle dealer.
•A SOS office.
•A currency exchange.
OR
•A remittance agent.
You must have submitted your vehicle registration application to get a TRP.
The temporary tag allows you to operate your vehicle while waiting for your license plate to arrive. It is good for 90 days and cannot be renewed.

The permit allows out-of-state purchasers to operate newly purchased vehicles from the place of sale to a destination outside Illinois for 30 days. An intrastate/Interstate Transport Permit may also be issued for a non-registered first or second division vehicle for the purpose of moving it within the State of Illinois. Any second division vehicles operating on a Intrastate/Interstate Transport Permit may operate only on empty weight. Permits are available at Secretary of State facilities for $10 each.
The Secretary of State issues Intrastate/Interstate Transport Permits to licensed vehicle dealers, remittance agents and currency exchanges for $10 each. To purchase the permits, agents must complete and mail the 7/30-Day Vehicle Permit Application (VSD 193) along with the fees to the address on the application. Dealers selling vehicles to non-residents may issue permits and deliver vehicles at the dealer's Illinois place of business without incurring Illinois tax liability. Dealers are not authorized to transfer permits from one dealer to another. Each dealer is assigned numbered permits and is responsible for all permits issued to the dealership.

An Application for Vehicle Transaction(s) (VSD 190) will be filed by the Secretary of State and a Temporary Registration Permit (TRP) will be issued to be displayed in the same places as the rear license plate. In case of a vehicle purchased from a private party by an individual who has then applied for a title and registration without the service of a dealer, remittance agent or an agent of the Secretary of State's office; the vehicle may legally be operated if a copy of his/her completed, signed and verified* Application for Vehicle Transaction(s) (VSD 190) is displayed in the lower-right corner of the front windshield. The application must be folded and placed on the windshield in a manner that does not restrict the driver's vision.

FYI, here is the respone from the state since I won't have any bill of sale or title until I actually pick up the car:
Illinois will not issue any type of temporary permit when it is a private party transaction. You will need to check with the state of Massachusetts to see if they off a drive away permit for out of state buyers.
I guess I will check out the local DMV or just "borrow" one of my other plates and hope for the best. Stupid IL.

I bought my car in MO from a private owner and took the title and bill of sale to the local DMV and got a temp tag for $8 to drive it home

I purchased my 02 Z06 in Wisconsin. I made an “as official looking as possible” bill of sale including VIN and sale price, the seller signed the title over to me. I went to a currency exchange here to get plates and found the State of Illinois does NOT recognize the word “OR”.
The title listed the owner (husband) OR his Wife. I had to drive back to Wisconsin to have to Wife sign the title before Illinois would issue me plates!

I bought mine in Atlanta and drove it home to Chicago with only the bill of sale and title. State Farm said I was good for the drive home insurance wise. I think putting another car's plate would be bad. If I remember right, the person I had bought the car from put a local dealer ad plate on it, cardboard with the dealers name/logal on it. Good luck and fly low.

I bought my C5 from a forum member in NJ. I did not have a set of plates to put on the car, so we went to a local NJ DMV and I was able to purchase a 14 day (I think) temp tag that allowed me to drive the car home. Wasn't a problem at all. I'd suggest checking with the state you are going to purchase the car in and see what their rules are.

PA to Chicago, I bought a temp tag in PA. I stopped to eat at an OH rest area on 80/90 and an OH Trooper sat behind my car in the lot, I'm sure he was running the temp tag.
IMHO a Corvette with no plates with draw more attention than one with.

call up a dealer in Mass. and ask how much he would charge to issue a temp transport tag?
I'd just put my own plates on it from another car, drive with flow of traffic and try not to draw any attention.

I've done this many times... I just put on an old plate on the car and if I get pulled over I just show them the bill of sale. Cop will be cool with that since you're just driving it back. Have insurance right when you purchase the car.
When you get back, go to a currency exchange and register the car. The only great thing about this state is that taxes paid on cars purchased from out of state, you pay very little tax. On my R8, I bought it for $80k, only paid $1500 in tax compared to 7-10% at a local dealer.

I bought my C7 out of state and it was taxed at the full rate. Or is this only on used cars?
