I too would like to see 427 convertible forum of it's own. At this time I think it is pointless to think it will ever happen. I feel that most 427 owners have now moved on from Corvette Forum.

427 Forum - Vote Yes!
I definitely vote "yes" to providing the 427 community with its own forum. The thread where this first came up (about a year or more ago) had lots of folks posting in the positive to having our own site. If there was a way to get everyone's attention and ask them to vote here, we'd have a great many posts asking for our own forum again.
Have a great drive!

The suggestion comes up from time to time and the short answer is that there doesn't appear to be enough traffic to support a separate section exclusive to C6 427 convertibles.
We could easily create the section. The software would support creating a separate section for each color Corvette in each year of production, but if we did that, we'd make the site very difficult to use.
The problem with sections that don't draw much traffic is that they become static and people stop checking them if they don't see much activity.
As I'm sure you know, we made a couple of 2013 427 convertible threads sticky in the C6 General section for the use of those who own and admire that model -- the registry thread and the discussion thread.
The stats when I checked earlier showed 2,148 posts in the registry thread since 11/23/12, an average of about 80 posts per month for the 27 months the thread has been open. That involves 253 posters in the registry thread, 91 who have posted just once.
The stats for the discussion thread showed 1,419 since 12/12/13, an average of about 95 per month with 145 posters participating, 52 of them with just one post.
The activity in each of those threads seems to have tailed off, however, with an average of 37 posts per month during the past three months in the registry thread and an average of about 57 per month for the past three months in the discussion thread.
That's just not enough to support a viable separate section.
I suggested it previously, but it's worth suggesting again. You might want to consider in the meanwhile starting a "social group" for the 2013 417 convertible.
If the volume of activity associated with the 427 convertible increases, we'll be glad to take another look.
