Up until yesterday, maybe, whenever you moused over a "thread" title in Off Topic, you got to see the first couple of sentences of the 1st post. Doesn't do it now?????

Still works correctly on my end as well. To answer your question, no, it was not disabled.
I would suspect you have a javascript issue with your browser. Such as being disabled or filtered in the browser or a 3rd party program doing it.
