Default Thanks

Why does the "Thanks" feature appear and disappear? The thanks button is missing, but the thanks counts are still there. I'm confused.

The feature is limited to certain sections, such as each generation of the Corvette sections.

Update: We knew the "Thanks" button wouldn't be useful in CFOT, but it also appears to be unwelcome there and in PR&C.

Is there an option to disable the thanks feature by individual user?
I don't care for the score keeping feature at all. Just my own
opinion.
