Can any one point me in a direction to a no questions asked place to get my $37 yearly thing done. This is not my Vette but a car I drive maybe 1100 miles a year and refuse to dump the $$ into it in order to get the $37 item done properly.

This car is safe to drive and its ridiculous that the state is being a pain

Unless the car is older than OBDII - which became mandatory with the 1996 model year, it isn't going to happen. NYS requires the OBDII connection to verify the cars VIN.
