Default 1990 ct. out of state reg. question

I have a 1990 i bought in ct with a nh registration/title.

Questions:

1. Any input on how to get it tagged in ct? forms inspections, trailering, misc? bought car in ct and has new hampshire papers. (I thnk my seller bought it at an estate auction. hi milage, but cared for and cheep)

2. the steering wheel has lots of slop in the steering wheel area. All fixing options are expensive and time consuming and require rebuilding experience, specific tools and excellent mechanical abilities. So, can I throw the stock column out and replace it with a flaming river unit w/o an airbag at all?

3. would i even be able to pass inspection with all the steering wheel slop? -

I've slogged a bit through the ct mvd website and cant find understandable answers to the above. I dont have the inteligence, tenacity or time to fiddle my way to possible answers on their website.

Bill of sale, CT registration form, insurance card, signed title and I believe you have to go to a emissions station and have a VIN check done ($10) because of the out of state title.

Yes on the vin check.

Technically you don't need emissions on a 1990 year car since it is more than 25 years old. Thus if no emissions then you would need a vin check. On cars that are required for emissions the emissions test acts as a vin check. It used to be a bitch registering old cars and getting them inspected at the DMV. I used to dread going.

you can adjust the steering box if there are no hidden mechanical problems

Also do the classic/special interest plates instead of passenger plates, no property tax.

Hold on this is CT we are talking about. There is still property tax however it is much reduced with a antique plate.

Ok, almost no property tax, $500 assessment for taxes? $12-15 tax, at least for now. I worry the exception may get dropped eventually with the state looking for revenue.
