I have a 2000 C5 multifunction switch (turn signal, cruise control etc.) in which an internal wire broke that was the power to the cruise control. I put a jumper at the connector so the cruise control is always on (you can't turn it off with the switch) but you can disengage cruise with the brake or hand brake.
