Surprised nobody has mentioned this one yet.

I don't know why the author of this bill didn't include all the C-3's and make the year 1984.

Unfortunately, it was also modified in committee. The way it reads now, 76 to 80 model years are only exempt if they are insured as collector cars:

...but prior to the 1981 model year if the owner submits proof that the motor vehicle is insured as a collector motor vehicle.
And it sounds like this 'collectors insurance' is to be defined by the 'bureau'. Anyone know if there is a 'standard' for collectors insurance?

....Submission of proof that the motor vehicle is insured as a collector motor vehicle, as shall be required by regulation of the bureau.
And it's only good thru 2019, then reverts back to 75 & older unless new legislation is passed??

....This section shall remain in effect only until January 1, 2019, and as of that date is repealed, unless a later enacted statute, that is enacted before January 1, 2019, deletes or extends that date.

They took a super simple amendment, and made it totally complex and difficult to understand....

Agreed. I don't mind the collector car insurance provision, but the fact that it rolls back after 2019 makes no sense at all.
