Default Walmart and EBT Cards

I avoid Walmart like the plague; however, had to go in there today as I needed Primatene Mist, and couldn't find it anywhere.

Found it, and got in checkout line. I noticed that the 3 customers in front of me used an EBT card. The lady right in front of me used a combination of cash and the EBT card. When everything was rung up she didn't have enough cash, so the cashier (teenager, female) told her "you'll have to put something back." Customer selected the big toilet paper pack. Cashier said "don't you think you'll need the toilet paper more than all of these candy bars?" Customer said "no way, I need those candy bars!"

After she left, I began my checkout. Cashier laughed and commented how funny it was that she needed the candy bars more than toilet paper. She then said to me "she'll probably stop by the rest room and in-store McDonald's and steal toilet paper and paper trowels so she can wipe herself!"

Yep. But here in WA, the EBT cards can only be used to buy certain foods or household items. Stores have to set up their UBC codes so that only qualified items will be accepted for payment with a card. If they don't qualify, they are listed at the bottom of the register receipt and only cash, checks, or credit cards will be accepted. Or they don't get bought. And with EBT, there is no change returned nor can you take extra cash back like you can with a credit or debit card.

TP is OK here for EBT but candy bars, alcohol, and cigs are not.
