In MA, its illegal to have a hitch in the receiver if a trailer isn't attached.

It is Illegal in Saskatchewan and Alberta as far as I know, but when I was rearended in my dually last year, the LEO looked at mine, and said "good thing you had that heavy hitch in there, you have no damage at all!"

That is one ticket I would fight, I was able to drive home without incident, the one that hit me not so much.
