If you already own a DSLR all you need is a "Tilt-Shift" lens, however they are VERY EXPENSIVE! My little P&S Canon G7X Mk II does this effect in camera with firmware.

I have no idea what all that means, but I would have bet a good ammount of money that those were HO scale trains. Very cool effect.
