While sequences usually begin with the final digit of "1" noting the first production car off the line, periodically the first (sixth from right) sequence digit does not start with "1". For an example that I am personally familiar with, GM when they were producing the Pontiac Fiero started the sequence with "2", which meant the first car that rolled off the line for a model year would be "200001". If a model rolls over 100,000 units a production year then the sequence rolls to "200001", "300001", etcetera yada yada.
I don't think it happens to the same degree as it once did due to collectors being all about #1 or early digit VIN builds but often there are a large chunk of initial production cars that do not go to the public. Ultimately it would be model/marque dependent. Corvette related, you can research back to the C4 (as Bowling Green has all the production records 1984 to now) and see many instances of very early VINs going to say corporate or similar usage.

answer is no. no rhyme or reason. Corvette Z06 starts with 6. 2009 Corvette probably best example of crazy. ZR1 started with 8, ZR1 pilot started with 7, Hertz cars started with 2, yellow GT1 started with 3, black GT1 started with 4, and special build ZR1 for auction started with 9. make sense?
