I believe FAST refers to speed, which is measured as a rate - typically in mph.
I believe QUICK refers to ET, which is measured as a time - typically in seconds.
Think of a Bonneville racer with a 350 hp LS1. It is set up with tall gears to achieve max top speed (higher mph). This car will be FAST.
Compare this to a drag racer with the same 350 hp LS1. It is set up with short gears to achieve max acceleration (lower ET). This car will be QUICK.
Now, in this day of 6, 7, 8 (and more) speed transmissions, you can set up a car to be BOTH quick and fast. But the point remains, FAST is about speed (mph) and QUICK is about time (seconds).

Words mean things and when words that mean different things are commonly used as synonyms, confusion is the result. This issue will probably never go away for that reason...

Clear as a muddy stream.
I have a timeslip that says 11.50 @ 25mph somewhere. Does that mean my car is slow. I'd say that means my car is fast.
If in drag racing the fastest car is the one with the highest mph than maybe I just don't like drag racing that much as a spectator, competitor, or et chaser. lol.

It's not as "common sense" as guys who spent time at the track think it is. On the other hand, guys who are tuned into drag racing scene...it almost seems crazy for some one to think mph is king.
ET is king...mph is an indicator of possible potential. When mph exceeds the correlating ET. It means the driver left some on the track (he didn't put the mph down on the track earlier in the run).
At a big race this year I saw a 4.82 @ 95mph (1/8th)....wow. Not that is impressive...and almost unbelievable...lol.
I have a very long but very detailed post of the break down of a 1/4 pass. And how mph and ET correlate....if anyone is interested I will post it...
It also shows examples of how mph can be off from the ET.

There is no clear answer and there never will be, some people see it one way and some people see it the other way.
A drag race is to get to the finish line first, so better ET wins, That's a fact.... If you want to call that car faster or quicker, well that's up to you lol.

Some thoughts concerning drag racing since I'm bored and taking a break from work.
MPH
--It is fun to track and it often shows the potential of the car on the strip.
--It can also give an indication of the power the car is making.
--Contrary to what some believe, it is driver dependent and can vary significantly from one driver to the next.
--It is also affected by weight,wind, power under the curve, gearing, traction, accelration of motor, over setup of car, and many other specific factors.
--Different tracks timing equipment can affect mph.
--There are times when you spin and see a false high mph.
--There are times when your best et is your best mph.
--Converters and locking them up or not affects mph.
--Where you shift,how you shift,and when you shift affects mph.
***MPH/RWHP/Weight calculators are not real world due to their inability to factor in all of the details above.
Saying a car is faster or ran faster because it has achieved a higher mph is incorrect IMO.
I think et should be factored in to which car is faster.
I'm tired of the quickest/fastest semantics bs.
We set our cars up to run best et. MPH is good for shop bragging rights.
I like throwing up a big mph like anyone else but I'm not going to claim the fastest just because of the mph. That's my opinion.

I say #2 is the fastest.
Think of it this way:
Car number 1 hit 135.50 in 11.03 seconds. What speed would car number 2 be at in 11.03 seconds? 137? 139? Just because Car 1 has a higher top speed at the end of a measured distance doesn't make it a faster car. Its average speed was still slower.
