Otis McDonald — the lead plaintiff in the lawsuit that overturned Chicago’s gun ban — would have been delighted that many of his neighbors now have permits to carry concealed weapons, according to his fellow gun advocates.
McDonald, who died of an illness last year at 80, was an African-American resident of Morgan Park on the Southwest Side. The onetime robbery victim was a vocal advocate of allowing law-abiding citizens to carry hidden weapons to protect themselves against criminals.
It appears many of his neighbors — and many other Chicago residents in safe and high-crime neighborhoods alike — agree with him.
A Chicago Sun-Times analysis of concealed-carry permits issued since 2013 shows the 60643 ZIP code where McDonald lived is ranked 23rd out of more than 1,300 ZIP codes across the state.
Ten of the top 50 ZIP codes in the state were in Chicago.
“This is what Otis McDonald was telling us before he passed away,” said Todd Vandermyde, a lobbyist for the National Rifle Association in Illinois. “People in his neighborhood and others were hungry for this but were denied by the political class.”
“He was saying, ‘The gangs have their guns; we want ours, too.’ ”
The General Assembly approved a concealed-carry law in 2013, making Illinois the last state to have one.
Through the Freedom of Information Act, the Sun-Times obtained an Illinois State Police database of the 119,337 concealed-carry permits issued between Dec. 18, 2013, and June 6, 2015. The names of the people who received the permits and their addresses were removed because of privacy restrictions.
About 12 percent of the permits in Chicago were granted to women; the rest are men. Statewide, about 14 percent are women.
The state’s No. 1 ZIP code for concealed-carry permits is 62040 in Granite City in southwest Illinois. That city — just north of St. Louis and across the Mississippi River from embattled Ferguson, Missouri — is a steel town. Most of the residents are white, according to the U.S. census. There are 808 residents with permits there.
The top five ZIP codes for concealed-carry permits in Chicago include upper middle-class, safe and predominately white neighborhoods on the Southwest and Northwest Sides — but they also include high-crime, minority neighborhoods on the South and Southeast Sides, the Sun-Times analysis showed.
Chicago’s highest concentration of permits is in the 60617 ZIP code — in the East Side neighborhood on the city’s Southeast Side — with 538 permits. According to the census, about 55 percent of the residents in 60617 are black, 34 percent are Hispanic and 7 percent white.
Rounding out the top five: Dunning on the Northwest Side; Garfield Ridge near Midway Airport on the Southwest Side; Avalon Park and Chatham on the South Side, which share a ZIP code; and Auburn Gresham, also on the South Side.

Illinois: State Police Will Not Remove Anti-Gun Rules, Your Comments Needed
ISP will NOT be pulling the proposed rules after concerns were raised by NRA and other Second Amendment supporters about the contents of the new rules. It is critical that NRA members submit comments on these rules to ISP by Sept 18 to ensure that ISP is aware of the numerous problems so that amendments to the rules can be made.

CHICAGO - - The following was released today by the Illinois State Rifle Association (ISRA):
Once again, gun-grabbing Illinois politicians are leading the charge in the never-ending campaign to abolish private firearm ownership. This time around, Reps. Robin Kelly (D-2) and Mike Quigley (D-5) have joined forces to sponsor the so-called "Good Neighbor Gun Dealer Act" (H.R. 3569). If signed into law, this bill would authorize the Justice Department to issue "Good Neighbor" certificates to licensed firearm dealers who adhere to a pointless "code of conduct." Of course, the criteria within the specified code of conduct would not impact violent crime and, like all gun control measures, would serve only to make life difficult for firearm dealers and their law-abiding customers.
One need not read too far into H.R. 3569 to realize that the real intent of the bill is lurking in Section 4, entitled "Disclosure of Firearm Trace Data." If H.R. 3569 is enacted, the Justice Department would be authorized to publicly release the personal information belonging to untold millions of lawful firearm owners. Such would constitute an unprecedented breach of privacy executed solely for retribution against citizens who dare to own firearms.
"Gun owners aren't as stupid as Kelly and Quigley think we are," commented ISRA Executive Director Richard Pearson. "This bill is just another in a long line of proposals designed to harass law-abiding gun owners while giving violent criminals a pass. It's amazing that Kelly and Quigley would think that firearm dealers would place any value on a 'good neighbor' certificate. In fact, any gun dealer appearing on a Justice Department 'good neighbor' list would be branded as a 'sellout' subject to boycott."
"If Kelly and Quigley really cared about violent crime, they'd spend their valuable time crafting a Good Neighbor Street Gang Act," continued Pearson. Such a law would allow Kelly and Quigley to personally award good neighbor certificates to gang bangers who stopped shooting up the streets of Chicago."
"We don't expect H.R. 3569 to get far in this Congress," concluded Pearson. "Nevertheless, we will be encouraging our members to light up the Capitol switchboard with expressions of disapproval of this blatant attack on law-abiding gun owners."

EXECUTIVE DIRECTOR'S MESSAGE
We have a lot of new gun owners both in Illinois and across the nation. Since 2010, Illinois has increased the number of FOID Card holders by 900,000 plus. For those who have not owned a firearm before, they may not know what it means to be a good gun owner. Here are a few ideas:
1. Get more training. Many new gun owners purchased a gun for concealed carry. How well you did in qualifying for concealed carry should be viewed as a baseline. You should now concentrate on training to be better.
2. New gun owners should study firearm issues and be vocal but polite when discussing the topic of firearms with others.
3. You should always conduct yourself perfectly.
4. New gun owners should join pro-gun organizations. The ISRA is a good choice.

A group of alderman, led by the aldemanic Black Caucus are asking police superintendent Garry McCarthy to step down.
The group is calling on McCarthy to step down or the mayor to outright fire the superintendent after five years on the job. They say a lack of respect for them combined with the continued gun violence in their communities are the reasons.

Police Chief Steve Mexin is proposing the most restrictive air gun ordinances in the state of Illinois. If passed, it would be illegal to practice marksmanship using an air gun or BB gun in your own home. We are asking all firearm owners and freedom loving citizens to oppose this over-reaching ordinance.
The next meeting will be held at the Geneva City Hall at 7:00 pm on Monday, November 2nd. Please plan to arrive between 6:30 – 6:45pm. Use the south entrance. Kurt Koenig has agreed to lead in this effort. You may call him at (630) 945-0994. Geneva City Hall is located at 22 South First Street in Geneva.
