SPRINGFIELD, Ill.— Action on releasing information about Illinois gun permits is being postponed until a court finishes reviewing the issue.

Attorney General Lisa Madigan's office said Friday it will halt all procedural steps on its ruling that the names of people with Firearm Owner Identification cards should be made public.

A Peoria court has issued a restraining order barring release of the information.

Acting on a request from The Associated Press, Madigan's public access counselor ruled last month that FOID card records maintained by the state police are public documents. But a new request had to be submitted before the ruling could be enforced.

Thank you for your recent input on HB 148. I appreciate hearing from constituents on the important issues facing our State, and I encourage you to continue to reach out to my office on matters like this. Please know that I make every effort to understand your concerns and to consider them while making decisions in Springfield.

As you know, HB 148 would allow individuals of at least 21 years of age who meet certain criteria to obtain permits through their county sheriff to carry concealed firearms. The bill recently passed in the House Agriculture and Conservation Committee. I believe that there are enough votes in the Illinois House of Representatives to pass this bill if Speaker Madigan allows it to be called to the floor.

I am a co-sponsor of HB148 and voted for it in the Agriculture and Conservation Committee. It is my belief that law-abiding citizens should be allowed to carry concealed firearms with the proper licensure. I will continue to be an advocate for this bill in the Illinois House, and a supporter of second amendment rights in general.

According to a recent survey commissioned by the ISRA, legislation permitting qualified citizens to carry defensive firearms enjoys strong support in key Democrat-controlled districts of the Illinois Senate.

Conducted by We Ask America, the telephone poll queried approximately 1,000 adults in each of four Illinois State Senate districts. Respondents were asked four questions related to personal safety, self defense, and concealed carry legislation. Select polling results are as follows:

In the 3rd Senate district, 45.9% of those polled supported concealed carry legislation while 35.3% of those polled opposed such legislation. The 3rd Senate district seat is currently held by Senator Mattie Hunter (D-Chicago).

In the 14th Senate district, a full 50.6% of those surveyed supported concealed carry legislation while 34% of respondents opposed such legislation. The 14th Senate district seat is held by Senator Emil Jones III (D-Chicago).

In the 22nd Senate district, support for concealed carry legislation was found to be 47.4% while opposition to such legislation was found to be 35.2%. The 22nd Senate district is currently held by Senator Mike Noland (D-Elgin).

In the 43rd Senate district, 55% of citizens polled expressed support for concealed carry legislation while 29.3% of those surveyed opposed such legislation. The 43rd Senate district seat is held by Senator A. J. Wilhelmi (D-Crest Hill).

The survey also revealed that between 83% and 88% of citizens polled believe that they have the right to defend themselves and their families from harm. In what will certainly be disappointing news for the Chicago Police Department, only 36.2% of respondents from the 3rd Senate district expressed confidence that police can protect them from being robbed or assaulted. Likewise, only 41.8% of those polled from the 14th Senate district feel that the police are capable of protecting them from harm. All polling results are subject to a +/- 3% margin of error.

Further details about the poll will be made available during a press conference to be held at the Illinois Capitol on Tuesday, March 29th. Final arrangements for the press conference are pending.

"Personal security is a big issue for so many Illinois citizens," commented ISRA Executive Director Richard Pearson. "From our polling data, it is clear that a large majority of citizens believe that they have a right to defend themselves and their families from harm. It is equally clear that a large portion of residents of the senate districts we polled believe that carrying a defensive firearm is a valid way of ensuring that right to self defense."

March 28, 2011 (CHICAGO) (WLS) -- As a proposed concealed carry bill winds its way through the Illinois state House, opponents of the measure plan to voice their concerns Tuesday.

Victims of gun violence, Chicago police and gun control advocates plan to hold a news conference at the Thompson Center.

They argue that new national figures show that the death toll from guns permitted by concealed carry laws is on the rise.

However, supporters of concealed carry believe the law will increase safety by allowing people to protect themselves.

Orland Park, Ill. - Tim McCarthy, a former Secret Service agent who took a bullet intended for President Ronald Reagan, will observe the 30th anniversary of the attempted assassination on Wednesday by going to Springfield to oppose legislation that would repeal Illinois's ban on concealed carrying of firearms.

McCarthy said he's alarmed that an Illinois House Committee approved a concealed carry proposal. The full House could vote soon.

McCarthy will be joined by Reagan Press Secretary Jim Brady, who was also shot. He is still partially paralyzed and in a wheelchair. Since the shooting, Brady and his wife have crusaded for what they call "reasonable gun control laws."

McCarthy recovered completely from the shooting, became the police chief of suburban Orland Park and recently welcomed his second grandchild.

McCarthy said he and other local chiefs of police will meet in Springfield Wednesday with leaders of the Illinois affiliate of the National Rifle Association. McCarthy said the police chiefs have so far been unsuccessful in working out a compromise with the NRA, but doesn't rule it out.

Springfield, Ill. - An Illinois House committee approved amendments on a proposal to legalize the concealed carrying of guns.

The new version expands the places where firearms would still be banned.

The list includes libraries, police stations, schools, sporting events, bars, and restaurants where alcohol represents the bulk of sales.

Chiefs of police from around the state met Wednesday night in Springfield with state leaders of the National Rifle Association.

A source said that weeks of negotiations between the police chiefs and the Illinois State Rifle Association had achieved a "hand shake agreement." Wednesday's meeting was to determine whether this "agreement in principle" could be reduced to writing, with detailed language acceptable to both sides.

Sources said the compromise includes concessions by the NRA on eight different issues. Among them: any concealed carry permit would have an expiration date. To renew it, permit holders would have to re-certify their gun safety skills. Also, any permit holder stopped by law enforcers would have a "duty to inform" immediately if they carried a firearm.

Illinois and Wisconsin are the only states where it is illegal in virtually all instances for private citizens to conceal that they're carrying a firearm.

The Jim and Sarah Brady Campaign to Prevent Gun Violence is working to block repeal of Illinois's ban. Wednesday is the 30th anniversary of the day Jim Brady was shot in the head and paralyzed.

Then press secretary to President Ronald Reagan, he and Secret Service Agent Tim McCarthy were also shot by the mentally-deranged John Hinckley outside a Hilton Hotel in Washington, D.C.

McCarthy, who recovered completely, is now the police chief of suburban Orland Park, IL. McCarthy said he fears that legalizing concealed carry would simply put more guns on the street and not make citizens safer.

"The proliferation of handguns is not the way to go," McCarthy said.

FOID Card Denial/Revocation for Mentally Deranged College Students Stalls (HB 1461)

Wednesday we debated hot-button but important legislation that would provide a framework for the Department of State Police to deny an application for or revoke and seize a FOID Card previously issued to a student or former student of a high school or college who has been identified by the administration of their school as a person who has acted in a mentally erratic or violent nature while enrolled, thereby creating a possible threat to the safety of the student body, faculty, or staff of the school.

Currently, the FOID law prohibits issuance of an FOID card (necessary for possession of a firearm) because the person was committed to a mental institution within the last 5 years or been adjudicated as a mental defective, if the person's mental condition is of such a nature that it poses a clear and present danger to any person, or if the individual is mentally retarded.

However, with the escalation in school shootings nationwide in recent years, including on the campus of Northern Illinois University in DeKalb in 2008 and other acts of gun violence committed by mentally disturbed students (such as the tragic assassination attempt of Arizona Congresswoman Gabrielle Giffords in January that claimed the lives of six people, including a nine year-old girl), many believe we need to establish a process for school administrators to notify local law enforcement of potentially dangerous students.

Critics of House Bill 1461 questioned whether the due process rights of students alleged to be mentally disturbed by school officials would be infringed under the current language of the bill. Recognizing the need for clearer guidelines on how the entire process would work, the bill's sponsor, Rep. William Cunningham (D-Chicago), agreed to pull the bill from the record to try and resolve the remaining questions before bringing the bill back to the floor for a potential vote.

SPRINGFIELD, Ill. (CBS/WBBM) – A controversial state Supreme Court ruling says people who can legally carry guns in other states can also do so in Illinois.

The court ruled Thursday in favor of an Indiana man who was arrested with a gun in the closed backseat arm rest of his car.

Leonard Holmes was arrested in May 2005. He had a permit to carry a concealed firearm in Indiana, but was charged with felony aggravated unlawful use of a weapon because he lacked a Firearm Owners Identification card and did not have the gun in a case.

The Supreme Court ruling says a license is not required to transport a gun into Illinois.

A bill that would allow Illinois residents to carry concealed weapons is also pending in the state House of Representatives.

Last month, the House Agriculture Committee passed a concealed carry bill by a vote of 12-2. But the committee is dominated by downstate pro-gun rights lawmakers, and the bill must pass the full state General Assembly.

Last year, long-standing handgun bans in Chicago and Oak Park were rendered unenforceable by the U.S. Supreme Court. The City Council quickly passed the new ordinance to replace the gun ban, which ordinance limits gun purchases to one per month, bans gun shops in city limits and prohibits gun owners from stepping outside their homes, even onto their porches or garages.

Bill to Protect Confidentiality of FOID Card Holders Passes House (HB 3500)

The Illinois House of Representatives approved legislation by a vote of 98-12 Friday to preserve the confidentiality of the names and information of applicants or holders of an Illinois FOID card. Under HB 3500, all such information would be considered private and not be subject to disclosure. Law enforcement agencies statewide may still disclose whether an individual has or has not been issued, applied for, or denied a FOID Card in connection with a criminal investigation. I am a co-sponsor on HB 3500 and voted YES.

This legislation received overwhelming bipartisan support and comes in response to an opinion issued by Attorney General Lisa Madigan's office issued last month that the Illinois State Police should publicly disclose the names and information of all FOID card holders in Illinois. HB 3500 now moves to the State Senate, where a robust debate is expected.

As Mayor and Mayor-Elect of the City of Chicago, we are writing to express our strong and unequivocal opposition to concealed carry legislation.

One of the greatest responsibilities of mayor is to keep local residents safe and secure. The most significant challenges that mayors face in meeting this responsibility are the prevalence of guns in our society that end up being used to kill or injure fellow citizens, and the difficulty in keeping guns out of the hands of those who shouldn’t have them, including criminals and the mentally ill.

In Chicago and in cities and towns nationwide, statistics show that the vast majority of violent crime involves guns. Gun violence is responsible for an appalling number of deaths and injuries. Each year in the United States, gun violence kills over 30,000 people and injures three times as many.

The pending concealed carry legislation, which would allow Illinois residents to carry a loaded, hidden handgun in public, will only add to these grave statistics. New research shows that in the past four years alone, nearly 300 people – including 11 law enforcement officers – have been killed in shootings by people who were legally allowed to carry concealed handguns. There is no compelling evidence to show that more guns make people safer, and history shows there is no system that can adequately keep guns out of the hands of those who are legally prohibited from having them in the first place.

Some argue that Illinois should have a concealed carry law because the majority of other states have them, but rates of gun violence in other states are generally the same as in Illinois. Equally important, there is no reason to join a race to the bottom.

In Chicago or anywhere else, any life lost to gun violence is one too many. Together and separately, we have fought hard to enact common-sense gun laws to protect public safety, and we stand firmly against proposals that would undermine that goal. More guns will not make our streets safer.

We strongly urge you not to compromise your leadership and your legacy on gun issues to please those individuals who want you to believe more guns will reduce violence. We ask you to vote against concealed carry legislation in any form.

"To the Editor:

Mayor Richard M. Daley and Mayor-Elect Rahm Emanuel have sent a letter to the Representatives and Senators of the Illinois Legislature, pleading with them to defeat House Bill 148, the Family and Personal Protection Act.

Mayor Daley claims there will be blood in the streets if this bill passes and urges the legislators to vote to protect the citizens of Illinois and defeat this bill.

What Mayor Daley doesn't address are the statistics of the Federal Bureau of Investigation's Uniform Crime Report for 2008 and 2009, confirming Chicago has the highest per-capita murder rate of any of the 100 largest cities in America.

In other words, Chicago has been named the murder capitol of America the last two reporting years. The final report for the 2010 statistics won't be released until September, but it already looks like Chicago may be the recipient of the "threepeat" award.

Daley claims his way, a total ban of possession of firearms, is the only way to protect our citizens. But the Chicago ban on firearm ownership for Chicago residents has been has been in effect for more than 30 years. How many innocent deaths have to occur for Daley to realize his way isn't working?

Forty-eight other states already have some form of a concealed carry permit system. None of the states have that already have a concealed carry law have started any legislation to reject concealed carry but many are already expanding the right and reducing the restrictions. Why are Illinois citizens denied a right that is guaranteed by the U.S. Constitution and already enjoyed by most of the citizens of our country?

If you support concealed carry, this not the time to sit on the sidelines. We can get this done, but we all need to raise our voices. Please contact your state representative and urge him or her to sign on as a co-sponsor to House Bill 148. It is time to take our state back from the Chicago politicians who want to make our decisions for us.

SPRINGFIELD, Ill. (WBBM/CBS) – A couple of bills to further control the movement of guns in Illinois have failed to pass the state House.

As WBBM Newsradio 780’s Dave Dahl reports, one bill would have required gun owners to call police within 72 hours of their firearms being stolen.

Downstate Rep. Ron Stephens (R-Greenville) accuses the sponsor of interfering with the Second Amendment.

“That is my right, and shouldn’t be infringed by law enforcement people saying, ‘You know what? About that constitutional right of yours, we’ve got some amendments to it. If you want to amend our constitutional rights, take it to the people. We have a process for that. Otherwise, leave our guns alone.”

The sponsor of may call the bill again.

The other bill that failed would have limited Illinois residents to buying one gun per month. It was sponsored by state Rep. Will Burns (D-Chicago), who is soon to leave the chamber to become a Chicago alderman.

State Rep. Roger Eddy (R-Hutsonville) says outlaws will have guns regardless of restrictions or lack thereof.

“Those who wish to use guns to break the law and use handguns illegally and for violent purposes, are going to do it whether or not – this is just another law they’re going to break,” Eddy said.

Countered Burns, “They can’t break the law if they’re going to buy the gun at a licensed gun dealer, because a licensed gun dealer can only sell that person one gun per month.”

A bill that would allow Illinois residents to carry concealed weapons is also pending in the state House of Representatives.

Last month, the House Agriculture Committee passed a concealed carry bill by a vote of 12-2. But the committee is dominated by downstate pro-gun rights lawmakers, and the bill must pass the full state General Assembly.

They'll just buy it from the same group of people who they've been buying illegal drugs from for the past few decades. Those being illegal has greatly impacted availability </lol>

"One Gun Per-Month Purchase Limit Fails in House (HB 203)

In one of the recurring efforts of anti-Second Amendment Chicago legislators brought up each year in Springfield, gun control advocates brought legislation to the House floor this week seeking to limit law-abiding gun owners from purchasing or acquiring more than one gun per month.

Supporters of the bill argue that limiting guns sales/transfers to one gun a month will reduce the number of crimes committed with guns. Opponents pointed out that of the approximately 450 gun-related homicides in the City of Chicago last year, not one was committed by a holder of an Illinois Firearm Owner's Identification (FOID) card; demonstrating that the gun-crime problem is not a result of law-abiding gun owners, but rather of criminals who purchase or obtain firearms illegally and use them in the commission of a violent crime.

This attempt to erode Second Amendment rights was defeated by a vote of 47-68.

I rather be judged by 12 than to be carried by 8 Its a scam it get re elected ,Il. will never pass that law . maby if you believe in santa ,and the tooth fary
