What is the piece of metal? Did they shoot it at the car, hit the rocker panel, and then it stuck in the tire? If so, wow! That probably qualifies for assault charges.

Wife had similar in her tire from construction.
Piece of plexiglass right through the tire.

A car passing hit something and threw the crap into my lane. Whatever it was hit the front tire first, then the rocker, and then the razor blade. Maybe drywall debris. The earth continues to turn.

Had to get a new tire. Width of blade went all the way through.
