If he is willing to pay for shipping just take it to a UPS Store and get a written estimate how much it will cost to ship the part with them providing the packaging. You don't even need to look for a box they will do all of it for you.

I don't know about a Stage 2 car but the undertray is definitely required with the Stage 3 car. I have a 15 Z07 and it came with the under tray. 15 and 16 undertrays should be the same part number. Just look it up on Cultrag for both years and see which part number is shown for each.
